Medicaid is a government (state and federal) funded health insurance program that pays
medical bills. It is an eligibility program, which means your child or your family must meet certain
requirements in order to qualify for services

Who is Eligible for Medicaid?

Many groups of people are covered by Medicaid. Even within these groups, certain requirements must be met. These may include your age, whether you are pregnant, disabled, your income and resources (like bank accounts) and whether you are a U.S. citizen or a lawfully admitted immigrant. Your child may be able to get coverage, even if you are not. Different Medicaid programs have different eligibility requirements.

How do you Apply?

If you are not sure whether you or your child would qualify for Medicaid, just go ahead and apply. You can do this by getting an application from your county social services office

ND County Social Services

  • If you are a pregnant woman or a member of a family with children under age 21, and you ONLY want medical coverage, you can complete the Application for Health Care Coverage
  • If you want to apply for healthcare coverage and also want to apply for assistance with child care expenses, food assistance, or a TANF grant, the Application for Assistance will allow you to apply for any or all of these programs.
  • If you are aged, blind, or disabled, and you ONLY want Medicaid coverage, the Medicare Savings Programs, or coverage in a basic care facility, you can complete the Health Care Application for the Elderly and Disabled.

If you want to complete and submit an application online for healthcare, child care assistance, food assistance, or TANF, you can do so on the online application system.

Bridge to Benefits – An external screening tool to learn if a person might qualify for ND Medicaid and/or other assistance programs.

For additional information regarding the Medicaid program, you may choose from several options. A general overview is available via the following brochures and booklets:

  • Children and Family Health Coverage Application– Used to determine if children and youth qualify for health coverage under the Healthy Steps children’s health insurance program or Medicaid
  • Return completed application to the ND Dept. of Human Services – Medical Services Division, 600 E. Boulevard Avenue, Bismarck, ND 58505-0250, or to your local County Social Service Office.

  • Health Care Application for the Elderly and Disabled – Used to determine if individuals who are elderly or who have disabilities quality for Medicaid, the Aid to the Blind Remedial Program, Basic Care Assistance Program, and/or Medicare Savings Programs
  • Online Application for Economic Assistance Programs – Used to apply online for Medicaid, Healthy Steps Children’s Health Insurance Plan, Basic Care Assistance, Medicare Savings programs, and other assistance such as Child Care Assistance, Supplemental Nutrition Assistance Program (SNAP) (Food Stamps), and Temporary Assistance for Needy Families (TANF).

Can Medicaid Deny Treatments or Procedures Recommended by a Doctor?

In most cases, if the Medicaid Recipient is a child under age 21, the answer is no, because of the EPSDT ruling. Early and Periodic Screening, Diagnosis and Treatment (EPSDT) states that services and medical treatments recommended by a doctor or health care professional must be provided to all North Dakota children, who are eligible for Medicaid
